Governor Kathy Hochul has announced that New York State will disburse approximately $350 million in supplemental payments to more than 1 million low- and moderate-income families. These payments, part of the Empire State Child Credit program, provide up to $330 per child without requiring families to apply. This initiative is part of an ongoing effort to address the cost of living for working New Yorkers. Since 2022, over $2.6 billion in supplemental payments and savings have been delivered to taxpayers, showcasing the state’s commitment to financial relief for its residents.

The Empire State Child Credit is a refundable tax credit aimed at supporting income-qualified New Yorkers with children. Eligible families will receive a supplemental payment between 25 and 100 percent of the amount they received from the Empire State Child Credit for the 2023 tax year. The percentage is determined by income. These payments are automatic, and checks will be mailed starting the first week of August.

The State has also launched a digital portal, ny.gov/childcare, to help families access free or low-cost child care through New York State’s Child Care Assistance Program (CCAP). This follows a $1.8 billion investment in CCAP secured in the FY25 Enacted Budget. CCAP covers over 90 percent of market rate child care costs for most eligible families.
